Implementing LAS in Your Organization: The Health Care Language Services Implementation Guide

We have heard time and again that we as individuals need to be culturally and linguistically competent, however when it comes to making an organization competent – what does that mean? And what does that entail?  According to census data, approximately one in four Americans speaks a language other than English at home.  Given this growing statistic, it is imperative that organizations be able to provide information in culturally as well as linguistically competent ways.  This is often a daunting task and one that is easier said then done.

The U.S. Department of Health and Human Services, Office of Minority Health (OMH) sponsored the development of the Health Care Language Services Implementation Guide (HCLSIG) to help organizations implement effective Language Access Services (LAS) to meet the needs of their constituents and community members with limited English proficiency, thereby increasing their access to services. This presentation is designed to help health care administrators and organizations (hospitals, non-profits, etc.) implement effective language access services. 

Planning for effective LAS includes establishing the rationale, understanding legal requirements, identifying resources, training (interpreters, providers and patients) and ultimately the implementation of services. As communities and organizations evolve over time, the guide provides a framework and assists with the evolution of LAS. As such, your organization can continue on its mission to provide quality health care to all members of the community you are attempting to reach, regardless of their language ability. The guide lays out the basic steps for implementing LAS, and the process for carrying out each step is explained in detail and supplemented with links to resources and tips on alternative ways to complete the step.

      Biographical Sketch:
      Ms. Kenny has over 29 years of senior management experience in the healthcare field. She is currently a Senior Principal at SRA International, Inc. Prior to joining SRA, Ms. Kenny was an Assistant Vice President at Science Applications International Corporation and served as a Program Manager and Director, Center for Communication, Outreach, and Training Support Services. For over six years, she has served as the Project Director for the Department of Health and Human Services (DHHS), Office of Minority Health (OMH) e-learning projects in Cultural Competency for Physicians, Nurses and other health care provider populations. Ms. Kenny’s broad depth of experience includes serving as the Project Director for several DHHS performance-based outreach and communications projects, to include the National Heart, Lung, and Blood Institutes’ $27 million Health Information Network project. She is a retired military officer with a Bachelor of Science in Nursing and a Master’s degree in Public Health.

      Biographical Sketch:
      Darci Graves has nearly 10 years of professional and academic experience in the fields of cultural competence and health education. A former faculty member at the University of Missouri-Kansas City School of Medicine, she aided in the development, implementation, and management of their diversity, spirituality, communications, and geriatrics curricula. She holds an MA in Communications and an MA in Religion and Sociology. Darci is all but dissertation for her PhD in Public Policy at the University of Maryland-Baltimore County. Her dissertation research is an analysis of recent state-level cultural competence legislation addressing disparity reduction. In addition she consults with various academic and non-profit organizations as they relate to cultural competence, healthcare and social justice. She currently serves as Senior Healthcare Education Specialist with SRA International, Inc. working on various cultural competence initiatives including a new web-based curriculum for disaster responders.
