A Place at the Table: Health Equities in the Context of Health Reform in Oregon

Formed by the Healthy Oregon Act of 2007, the Oregon Health Fund Board (OHFB) is tasked with designing a comprehensive health reform strategy for the 2009 Oregon Legislative session. The Health Equities Committee of the OHFB is chartered with developing multicultural strategies for program eligibility and enrollment procedures as well as with making policy recommendations to reduce health disparities through delivery system reform and benefit design of the proposed Oregon Health Fund Program.  This multicultural, multiracial, multiethnic committee has been meeting twice a month since November 2007 and will finalize recommendations to the Board by May 2008. The committee has wrestled with issues related to immigration eligibility in the context of widespread anti-immigration sentiment in Oregon, as well as topics such as recruiting and retaining a diverse workforce, creating sustainability for interpreter services in the context of a patient-centered medical home model, and funding for community-based approaches to healthcare delivery such as Community Health Worker models. Challenges facing the committee include engaging the public in constructive dialogue and constructing policy recommendations that have broad impact and garner support from the Board. By September 2008, the Board will have created a health reform ‘package’ to take to the Oregon people in a series of public meetings designed to foster engagement, stimulate discussion, and provide feedback to the Board. The ultimate success of the Health Equities Committee will be judged by the successful adoption of strategies to reduce health disparities in the health reform package, and the resonance of these policy elements with the Oregon public. Lessons learned throughout the process include the importance of engaging key stakeholders, the difficulties of balancing good health policy with political realities and knowing when to strive for one over the other.

    Biographical Sketch:
    Heidi Allen, MSW staffs the Health Equities Committee of the Oregon Health Fund Board (OHFB). Established in 2007 by the Healthy Oregon Act, the Health Fund Board is charged with the development of a systemic health reform plan for Oregon. The Board will make final recommendations to the Oregon Legislature by the end of 2008. Ms. Allen’s other duties for the Office for Oregon Health Policy & Research include directing the state Medicaid Advisory Committee and the Oregon Health Research & Evaluation Collaborative. Prior to working in health policy and research, Heidi worked as an emergency department social worker in an urban medical center for five years. She plans to complete a Ph.D in Social Work and Social Research in Spring 2008.

    Biographical Sketch:
    Ella Booth is the Associate Dean for Diversity, Administration & Planning in the School of Medicine at Oregon Health & Science University. She is working to improve recruitment techniques in ways that will increase faculty, student and staff diversity at OHSU and evaluates and interviews prospective students. Dr. Booth also directs the administrative affairs of the School of Medicine, such as those relating to faculty appointments and personnel issues and is in charge of the School's strategic planning initiative. Dr. Booth is the representative to the AAMC Group on Student Affairs/Minority Affairs. In addition to her role in the Dean's office, she is an Associate Director in the Center for Ethics in Health Care and her faculty appointment is in the Department of Public Health and Preventive Medicine. Dr. Booth received her doctorate in business administration. She is a member of the Portland Community College Foundation Board and finance committee, a member of the African American Health Coalition Board and was appointed in January by Governor Ted Kulongoski to the Governor's Medicaid Advisory Committee.
